The services are designed for children and youth aged 0-17 & 364 days who have multiple complex mental health needs. Many will have more than one challenge such as mental health problems, psychiatric disorders, behavioural issues, conflict with law, pregnancy, parenting, homelessness, substance abuse, dual diagnosis, concurrent disorders, issues at school, and family conflict. These identified challenges will have been present for a significant duration. Often there are other family stressors such as parental mental health issues, poverty, substance abuse and inadequate housing.
- May or may not be receiving mental health service now;
- Often has been part of multiple attempts to respond to needs over time by a wide variety of community services;
- Requires timely intervention to respond to a severe situation and prevent need for more intensive interventions in future.
